Richard Ryan
CxO Advisory Consultant
Richard Ryan is the former New York State Human Services Cluster Deputy Chief Information Officer for the Office of Information Technology Services (ITS). As the deputy CCIO, he oversaw the applications (business solutions) for the five agencies, which included; Office of Children and Family Services, Office of Temporary Disability and Assistance, Department of Labor, Division of Human Rights and the Higher Education Services Corporation. Rick worked with each agency’s Business Solution Director regarding monitoring projects for each agency, dealing with project escalation issues, providing guidance on risks and issues for projects and overall best practices for project management. Coordination across IT divisions within the cluster to support portfolio management, administrative, financial / procurements, security, testing and solution / enterprise architecture. He worked with ITS operations and other clusters to provide common solutions to meet business needs across NYS.
His prior role was CIO for the Office of Temporary Disability and Assistance (OTDA). In this role he was responsible for the overall 100-million-dollar IT budget and planning for the agency. Rick led a group of IT directors to help manage and plan; procurements, major agency initiatives, staffing, technology direction, RFPs, federal correspondence and audits.
He has had 37 years of IT experience in state government, holds multiple technical accreditations and has worked with education, parole, social services and labor. Rick is currently an Executive Consultant at Cloud and Things providing leadership and strategy consulting services to company clients in the public sector.
