Alex Lyubarov
Senior Business Analyst
Alex Lyubarov is a Senior Consultant with a focus on its public and private lines for Information Technology, Healthcare, Government – Health and Human Services (HHS), and Financial Management practices. Mr. Lyubarov a former Manager of management consulting with 20 years of Information Technology experience delivering user integration, transformation and modernization programs, project management and business process improvement. Mr. Lyubarov’s Healthcare, Government – Health and Human Services (HHS) – and Financial Management expertise has been working exclusively with regional, and national healthcare providers and government agencies.
Mr. Lyubarov led various IT projects for project scope, requirements, budget, schedule, risk management plan, communication plan, RFP/RFQ development and other project management related tasks. He has been able to support his clients in many areas of the Systems Development Life Cycle using Agile and Waterfall methodologies.
He had worked on numerous Medicaid and Integrated Eligibility Systems (IES) projects in NY State as well as the State of Connecticut. Alex had assisted the systems integrator and State stakeholders with the Project Management Office function and other related tasks. Mr. Lyubarov was responsible for monitoring project health status via KPIs (Key Performance Indicator) and other standards and metrics. In addition to PMO tasks, he led various work-streams (e.g., procurement, customer satisfaction survey, and paper forms redesign).
Throughout his career, Alex has developed a passion for assessing Information Technology’s effect on business processes and have delivered outstanding results for his clients. He has gained exposure to State-wide Medicaid, and Integrated Eligibility Systems (IES) for Health and Human Services (HHS) programs and Healthcare Revenue Cycle and Patient Access business processes and systems. Alex has been able to support his clients in many areas of the System Development Life Cycle such as systems assessment, User Acceptance Testing, enterprise-wide gap analyses, design, and functional requirements gathering efforts.
